The U.S. Department of Housing and Urban Development (HUD) has officially reopened the FY 2026 Continuum of Care (CoC) Competition and Youth Homelessness Demonstration Program (YHDP) Notice of Funding Opportunity (NOFO).

The FY 2026 NOFO was suspended on August 7, 2026, following a U.S. District Court ruling that vacated the NOFO. HUD reopened the competition on September 18, 2026, following an order from the U.S. Court of Appeals for the First Circuit staying the District Court ruling.

The new HUD application deadline is Wednesday, September 30, 2026, at 8:00 p.m. Eastern Time.

HUD has indicated that the NOFO remains unchanged except for the updated deadline and a technical correction reducing the project-selection notification requirement from 15 days to 7 days. Project Applications, the CoC Application, and the CoC Priority Listing have also reopened in e-snaps.

The Pasco County CoC local competition was completed prior to the temporary suspension of the FY 2026 competition. Approved Project Applicants are being contacted directly regarding required next steps and updated submission deadlines.
